UN Security Council Reform Must End Western Over-Representation, Beijing Says

As the 2026 Global Governance Forum opens in Hebei province, Beijing presses for an international order that moves past decades of developed-world dominance.

The ultimate goal of United Nations Security Council reform is to change the situation where developed countries are over-represented, a Chinese envoy said Thursday.

The remarks arrived as delegates gathered in the Xiongan New Area for the 2026 Global Governance Forum, a three-day meeting hosted by the Chinese People's Institute of Foreign Affairs under the theme of rebuilding international cooperation.

In a congratulatory message sent to the forum on Friday, Chinese President Xi Jinping pointed to growing deficits in peace, security, and governance across a transforming world. "I have put forward the Global Governance Initiative to promote the building of a more just and equitable global governance system and a better world," Xi said, according to Xinhua.

Our foreign policy in Ottawa too often treats multilateral institutions as permanent fixtures rather than tools built for a different century. When Beijing asks for structures that reflect the broader world rather than just Western capitals, it states an obvious truth about global weight that our own diplomats should understand.

The forum runs through Saturday in Hebei province.
